Short answer
Severn Trent supplies Stroud, and the town centre water is only slightly hard. Painswick, on a different supply zone, has hard water. About half the homes in Stroud town date from before 1965, so old lead or iron pipes are worth checking. Article 4 directions cover two central conservation areas.

Is Stroud water hard or soft?
In the town centre it is only slightly hard. The Severn Trent checker gives 8.6 degrees Clark for supply zone ZGL21, which is about 123 mg/l of calcium carbonate. That is the softest figure for any town on this site.
The supply there comes from surface water treated at works in Gloucestershire, Severn Trent says.
At 123 mg/l, the water is below the 200 mg/l line where Approved Document L asks for scale treatment on boilers. Kettles and shower heads will still scale up slowly.
How is Painswick different?
Painswick is on another zone, ZGL08, and its water is hard. Severn Trent gives 14.1 degrees Clark, about 201 mg/l.
That is just over the building rules line. A new combi boiler in Painswick should have a scale reducer on the hot water side.
Painswick homes are also older. In the Painswick, Bisley and Eastcombe area, 67.6 per cent of homes on the Council Tax list date from before 1965. Painswick is inside the Cotswolds National Landscape.
Should I check for lead pipes in Stroud?
Yes, in an older house. The Drinking Water Inspectorate says a home built before 1970 may have lead pipes. In the Stroud Town area, 49.7 per cent of homes date from before 1965.
Severn Trent took 10 lead samples in zone ZGL21 in the year to August 2026. The highest was 1.67 micrograms a litre, against a limit of 10.
Those samples do not test your own pipes. If you find lead at the stop tap, ask a plumber to quote for a new supply pipe.
Do Article 4 directions affect pipework in Stroud?
They can. Stroud District Council has Article 4 directions in the Stroud Town Centre and Stroud Top of the Town conservation areas. They apply to elevations that face a road or public open space.
A new soil pipe, a waste pipe or an overflow on such a wall can need planning permission there. On a steep terrace, the rear wall may be the only easy route.
Questions
Who supplies water in Stroud?
Severn Trent. Enter your own postcode in its checker, because hardness changes from zone to zone. Painswick and Nailsworth are both harder than the town centre.
Do I need to tell Severn Trent before work?
For some jobs, yes. Regulation 5 lists a bath over 230 litres and a pump over 12 litres a minute. A softener and an outside pipe at the wrong depth are on it too.
What if my listed house in Painswick needs a new bathroom?
Ask Stroud District Council first. New waste runs, vents or holes in old walls can need listed building consent.
